I am a bit confused about the oak level for Grand Cru Chablis. This article says 0-20% for GC Chablis. However, when I visited Chablis a few years ago, I was told (at Long Depaquit) that the "rules"require GC Chablis to have 25% of the juice see oak maturation. Appreciate if anyone can clarify this.

Samantha is writing percentage of new oak. The Grands Crus will typically be fermented and/or matured in a very high percentage of oak ( or entirely), of which only a minor part is new/first fill.
Exactly as Lars has said! The 0-20% refers to new oak.
